The physics is simple enough that it is hard to unsee. Move a weight fast and momentum builds, and momentum does work the muscle would otherwise have to do. A bouncing biceps curl gets a heave from the back and the hips at the bottom, and that momentum carries the dumbbell through the middle of the rep while the biceps barely fires. The weight got thrown, and physics finished the job.
Do the same curl slowly and there is no momentum to borrow. Nothing can move the weight except the muscle contracting through every inch of the range. The muscle has nowhere to hide, and a muscle doing all the work is a muscle that can be felt.

Four moments in a rep can be lengthened, and each one does a different job. The counts below are the ones Shawn Ray works from.

The target is control rather than slowness, and the enemy is not normal speed. The enemy is rushing, bouncing, heaving, and letting momentum do the work.
It also rules out the exaggerated ten second rep. That is not a stricter version of the same idea. It is a different thing, and the weight it forces gives away more tension than the extra seconds are worth.

They belong on the muscles that need them, in the periods where intensity is the goal. Most of the year, the basics are enough.
They also belong in the specific situation where progress has stopped and the load cannot go up safely. How to run it on the next session
